On Tuesday 16 June 2015, as a part of the ongoing work around copyright reform the Legal Affairs Committee of the European Parliament voted on the Own Initiative Report by Julia Reda. This report outlined recommendations to copyright reform in Europe. The full name of the document is "Report on the Implementation of Directive 2001/29/EC on the harmonisation of certain aspects of copyright and related rights in the information society."

As a part of this the committee voted through Amendment 16 (proposed by Jean-Marie Cavada of the Group of the Alliance of Liberals and Democrats for Europe). The amendment states:

"16. Considers that the commercial use of photographs, video footage or other images of works which are permanently located in physical public places should always be subject to prior authorisation from the authors or any proxy acting for them."

While this isn't legally binding at this point we need to do everything we can to make sure that this doesn't get included in any final legislation as it would, to all intents and purposes, spell the end of Freedom of Panorama in the European Union.
