 Attendees are asked to bring their own laptops and to register a user account on Wikipedia in    advance. This is a quick procedure that does not need any detailed personal information; although it is advisable to give an email address, to enable the retrieval of forgotten passwords!

Which is precisely why we ask them to register accounts in advance. But you only need an admin on-hand (I might be available, in which case I'll go down in case I need to override it), or if you know the IP address in advance, you can ask the devs to lift the limit for the day—see m:Mass_account_creation#Requesting_temporary_lift_of_IP_cap.
