Election - 50% rule

I've put this: [, except that if a candidate receives more "Nos" than "Yes"es they will not be elected] in brackets. Although in the orginal proposed rules, there seems to be a consensus on the email list to drop this. Unless anyone objects here before 23:59 13 September, we'll go with this.
