Usage

• The first parameter should be the on-wiki page linking to the decision to approve the minutes
• The second parameter should be the date of the meeting when the minutes were approved
• Optional 'noted' parameter to indicate that the minutes were noted but didn't need to be approved
• Optional 'agm' parameter for minutes approved at an AGM
• Optional 'egm' parameter for minutes approved at an EGM
