::Hi Gordon - basically, because we don't want to limit ourselves to candidates who have already been heavily involved in Wikimedia or other open-source and/or open-knowledge projects. We certainly want a candidate who cares about knowledge and sharing it, and who can understand and work effectively in our environment - we've tried to find a way of specifying that in the "attitudes and behaviours" section.
