Dumping this here for now re: digital literacy
I've just put up a first long draft, largely adapted from Michael ({{ping|MichaelMaggs}}) and Martin's ({{ping|MartinPoulter}}) excellent work on the European Commission copyright reform, and education strategy respectively. It is a page and a bit too long, unfinished (particularly the informal education section), and needs some heavy editing. It really is an adaptation of the earlier work, so it may also be that in the context of this evidence we'd want to cover different/additional/fewer considerations. There is, in any case, a long while left to continue the work before the deadline so I hope we can get something in shape for then! I've added Michael & Martin as contributors, I don't know who else was involved in those earlier documents but I think it's good to add contributor lists (even if it's from WMUK organisation, I always prefer to see the author list), obviously people should just add themselves, etc. cheers [[User:Sjgknight|Sjgknight]] ([[User talk:Sjgknight|talk]]) 12:04, 26 July 2014 (BST)
Despite the prevalence of internet use, many students experience difficulties in their web based information-seeking activities (Bartlett & Miller, 2011; Hargittai, Fullerton, Menchen-Trevino, & Thomas, 2010; Livingstone, Bober, & Helsper, 2005; Walraven, Brand-Gruwel, & Boshuizen, 2008; Williams & Rowlands, 2007).  
These problems are fundamentally issues of literacy, which includes capabilities around the searching for, selecting , and processing of complex documents and multi-media on the web (OECD, 2013); understanding how to source, corroborate, and integrate claims from across multiple documents are key facets of literacy for mature internet use (Rouet, 2006, p. 177).
