I have been testing [http://uk.wikimedia.org/w/index.php?title=Template:BoardApprovedHistory&oldid=38567 this version] of the template in [User:Katie Chan (WMUK)/sandbox KTC's sandbox]. It looks like it is basically correct but it has problems if people stick spaces into parameter 4. Parameters for "changes" link
I have been testing this version of the template in [User:Katie Chan (WMUK)/sandbox KTC's sandbox]. It looks like it is basically correct but it has problems if people stick spaces into parameter 4. So when I removed those spaces from parameter 4 the template displays OK.
So we should definitely have the parameters the way round I said. The only question is: do we want to force people to remove the space from every instance of the template? Cos if we don't we should probably import Wikipedia:Template:Trim into this wiki and use it in the template.
