I notice that the Charity Commission has made a decision covering areas somewhat similar to ours for an organisation in-part "collating and publishing material on a wide range of educational subjects primarily by electronic means".[http://www.charity-commission.gov.uk/Library/registration/pdfs/millcolldecision.pdf] In the decision document the CC discuss the "legal framework for the advancement of education by a charity and of what that extends to in modern society" and "The Scope of Charitable Education Outside of Formal Instruction", discussing various relevant legal precedents. This looks like being worth some study, even though this organisation had more limited objectives without an international dimension, and had "students" and "expert tutors" on their internet forum. The organisation itself, Millennium College UK Limited (charity number 1106285), seems to now be defunct[http://www.charity-commission.gov.uk/ShowCharity/RegisterOfCharities/CharityWithoutPartB.aspx?RegisteredCharityNumber=1106285&SubsidiaryNumber=0] but the decision may still have some useful precedent.
