Description and overall rationale

Open space advocacy work - we want to make an impact in the wider open knowledge movement. This is a new area where we will be trialing various approaches to benchmark for the following year - in particular building an Open Coalition, and engaging with the Free Knowledge Advocacy Group EU (FKAGEU). As an aspiration we want to be seen as subject experts in the field of Open.

A key elements of this project will be dependent on the Project Coordinator - a job description for whom can be seen here.

Timelines - i.e. what happens quarter by quarter

• Q1 - Recruitment process for the Open Coalition Project Co-ordinator. Co-hosting an event on 23 April 2014 - World Book and Copyright Day
• Q1-Q3 delivery of the Open Coalition project by the Project Co-ordinator.
• Q4 - evaluation of the Open Coalition Project, and planning for the approach in 2014-15

Goals

Primarily (but not limited to) the Open Coalition:

We are perceived as the go-to organisation by UK GLAM, educational, and other organisations who need support or advice for the development of Open Knowledge:

• Open Coalition Project Co-ordinatorrecruits at least 6 organisations to join the coalition, contributing to the repetitional score of the organisations we work with (at least 60) (civi). This means that Wikimedia UK is at the heart of the open movement locally and creates a group of partners

There is increased awareness of the benefits of Open Knowledge:

• Open Coalition Project Co-ordinator looks after 2 joint programmes delivered and presence at 3 events to allow the coalition to make appropriate statements on open content (narration).

Open Knowledge communities with missions similar to our own are thriving:

• Participants from at least 5 open space communities participate in the Open Coalition project activities (civi - activity units of the volunteers involved). The activities could be aimed to share good practice and develop collaborative projects.

Primarily (but not limited to) the Free Knowledge Advocacy Group:

There is increased awareness of the benefits of Open Knowledge:

• As a part of the 'Free Knowledge Advocacy Group EU, we have good working relations with at least 3 MEPs from at least 3 different parties (narration). The goal is awareness raising within MEP, which long term may result in legislative change

Legislative and institutional changes favour the release of Open Knowledge:

• The European Commission consults on copyright, which results in at least one area where change would be favourable to our movement (narration). This work by Free Knowledge Advocacy Group EU - long term goal that may not be achieved - awareness raising work is the key here

A thriving set of other Wikimedia communities:

• >3 joint initiatives with other chapters (civi). Free Knowledge Advocacy Group EU is an initiative run jointly by several chapters and an opportunity for closer collaboration in areas related to the open space, public affairs and advocacy

Risks

• These being pilot projects, they may not deliver the expected outcomes. The outcomes are significantly long term, and it may be difficult to assess their success within 2014-15.
