Rubbish computer: /* Encouraging citations */grammar

<div style="font-size:160%">
Is your research visible on Wikipedia?

If not, there are steps you can take.
</div>

Open Access
Some, but by no means all, Wikipedia contributors work in institutions with access to paywalled research. Hiding research behind a paywall thus makes it much harder for it to be cited and verified by Wikipedia's authors. Open Access publishing thus greatly increased the chance of being cited in the largest ever encyclopaedia.

Even if you publish through a non-Open Access journal, it may be possible to make the last pre-publication draft available in a free repository ("Green open access"). Making the paper Open Access, under a free licence, also satisfies the requirements of the Research Councils UK Open Access policy.

Scope
Not all research is suitable for Wikipedia. Sources for academic subjects have to fully peer-reviewed, ruling out some conference presentations and other academic publications.

Even among peer-reviewed research in quality journals, freshly published primary research is often not suitable, although there are exceptions. Wikipedia waits until a piece of research is considered part of human knowledge by being citation in review papers, textbooks or other secondary works. The criteria for "knowledge" naturally depend partly on the academic subject.

Figures, video clips and digital media
If the licence of a paper allows it, uploading figures or media files to Wikimedia Commons will mean they can easily be used in other Wikimedia sites. You can add a description, author credits and citation of the source, in as much detail as you like. Already many tens of thousands of images and videos have been shared in this way.

Encouraging citations
You have a conflict of interest if you write about research in which you were directly involved, so it is strongly recommended not to edit the article directly but to propose changes and bring them to the attention of other contributors.

Every Wikipedia article has a Talk page. By posting a message there (Click "New topic" and type) you can advise contributors of sources. Be aware that Wikipedia editors are volunteers and are not obliged to respond straight away.

WikiProjects are groups of editors focused on improving specific Wikipedia topics, such as Medicine, Shakespeare, Economics, Linguistics and Education. These are often listed at the top of article Talk pages. Each Wikiproject has its own Talk page. A friendly post to a relevant Wikiproject is another way to draw attention to sources that will be genuinely useful in improving the encyclopaedia, and articles they could be used in.

Other uses
Could your research be used as the basis for educational materials? Wikibooks is a collection of open-content textbooks, allowing a less constrained style of text than Wikipedia. Just like Wikipedia, Wikibooks forbids original research: all content has to based on material that has already been published and peer-reviewed. Wikiversity is more liberal, allowing original research.

Next steps
* If you are in a Jisc-funded project, the Jisc Wikimedia Ambassador, Martin Poulter, can advise (martin.poulterwikimedia.org.uk).
All Wikimedia sites have an open, documented, evolving API (a machine readable interface) allowing other sites or apps to search, and extract data from, many millions of resources.

Anyone making a search tool can take this opportunity to cross-search relevant articles and media.
</div>
Queries can be restricted to specific categories (for example a subject area or a particular quality level) and to specific types of resource (such as media files or articles).

For general documentation of the API see MediaWiki:API.

DBpedia has a Linked Data view of facts and figures extracted from Wikipedia allowing rich, database-like queries.
This can be done as an event which involves the public both in learning about the topic and improving Wikipedia.

People with an expertise in a subject, and the ability to communicate it to a general audience, are well-placed to improve Wikimedia sites in a number of ways.
Not all of them require as much time as writing or overhauling an article.
* feeding into discussions about article improvement
* recommending reliable sources
* influencing the design of navigational boxes that guide readers around a topic
* classifying images and media files or classifying articles
* reviewing articles against quality criteria such as comprehensiveness or fair representation of the literature
* identifying or evaluating educational materials, or opportunities to make educational use of reference materials

These activities affect pages and images which are often top search-engine hits for their topic, and which reach large numbers of people every month.

It is worthwhile getting in-person help on these topics as they are often easier in practice than the lengthy documentation would suggest.
"The key challenge for the scholarly community [...] is to work actively with Wikipedia to strengthen its role in 'pre-research.' We need to build stronger links from its entries to more advanced resources that have been created and maintained by the academy." —Casper Grathwohl, Oxford University Press

Separate pages deal with research resources that are not open-access and research papers themselves.

Editathons
Edit-a-thons are day- or half-day events that bring experts, Wikipedians and sometimes the public together in a room to collaboratively improve Wikipedia. One goal is to improve a set of Wikipedia articles or upload images, while another is to give people the skills and confidence to contribute in future. Editathons can take place as part of another event such as a conference.

As well as contributors, Wikipedia trainers, wi-fi, and refreshments, an editathon needs reliable sources to be cited. So editathons are a chance to get Wikipedians, academics or students using research resources such as databases.

Wikimedia UK has supported editathons on a wide variety of topics, including World War I, women in science, endangered and threatened species, cancer, academic dress, music of black origin, sphingolipids, and spatial ecology & epidemiology.

Educational assignments
A longer-term option is to assign students to use the research resource (alongside other sources) to improve Wikipedia articles over a longer period.

Wikipedia's volunteer community welcome genuine improvements in line with the site's goals and policy, and can be a useful source of feedback to students. However, they get understandably upset when people add copyright violations, out-of-scope material or otherwise breach policy. Hence it is important to work with the community rather than against it. This includes designing an assignment which is feasible and in line with Wikipedia's policies, and putting some information about it on Wikipedia to show which articles will be affected. It also involves running dedicated sessions with the students to prepare them for the Wikipedia style of writing. This reinforces the educational value of the assignment because the features of encyclopaedic writing (avoiding plagiarism, staying neutral and descriptive, citing sources for all claims) are good scholarly habits anyway. It is important to get on-wiki help in the form of experienced Wikipedians who can monitor and support the students, and to scale this support to the size of the class.

Minutes of last Govcom meeting
*Minutes
The minutes were approved.

Matters arising
GD noted that reviewing the problems with CiviCRM was a task for ARC rather than Govcom. MM confirmed that.

Make recommendation to the board for non-trustee membership of Govcom
*Recommend to board that RC be appointed as a non-trustee member

Agreed to make the recommendation to the board.

Policy reviews
Review of board committee charters
Recommend modifications for approval at the 12 December board meeting.
* Governance Committee Charter/Proposed revision (Diff: )
* Audit and Risk Committee charter/Proposed revision (Diff: )
Changes are needed to:
* provide for non-trustee voting members, as approved at the 2015 AGM
* clarify delegated powers
* ensure clear voting procedures, to include non-trustee members
* tidy, and align the wording of the two charters

The draft policies were reviewed. Some changes were suggested, and MM agreed to amend the drafts and to re-circulate to the committee for final comments before they are put before the board at the December meeting.

Review of trustee code of conduct and conflict of interest policy
Recommend modifications for approval at the 12 December board meeting.
* Trustee Code of Conduct/Proposed revision (Diff: )
* Trustee Conflict of Interest Policy/Proposed revision (Diff: )
Changes are needed to:
* bring the policies into line with more recent Charity Commission recommendations
* ensure compliance with the articles, including changes made at the 2015 AGM
* clarify actions in the event of breach
* improve logical structure and remove duplication

The draft policies were reviewed. Some changes were suggested, and MM agreed to amend the drafts and to re-circulate to the committee for final comments before they are put before the board at the December meeting.

Review of proposed committee member code of conduct and conflict of interest policy
Recommend new policies for approval at the 12 December board meeting.
* Committee Member Code of Conduct/Proposed
* Committee Member Conflict of Interest Policy/Proposed

The draft policies were reviewed. Some changes were suggested, and MM agreed to amend the drafts and to re-circulate to the committee for final comments before they are put before the board at the December meeting.

Consider cycle of trustee elections and succession planning
Board succession planning was reviewed. It was noted that at the next AGM there will be at least four trustees who will be up for election, perhaps more. Once again, that will mean that least one and probably several trustees will be elected for one-year terms only.

The committee considered that the current rules result in too much board turnover and instability, as well as unnecessary uncertainty for candidates who might wish to put themselves up for election. Two-year trustee terms for elected and for co-opted trustees results in 50% of the board being up for election/re-appointment each year, which is higher than current governance best practice.

Under article 16.3, "if more than three Elected Directors are appointed at an Annual General Meeting, the number appointed in excess of three shall be required to retire at the next Annual General Meeting". This rule was intended to stagger trustee terms. It works well for that purpose, but the committee considered that it cuts in at too low a number, and as written takes effect too often. Also, providing for only one year terms in such a situation causes uncertainty both for the individual trustees and also for the board itself.

The committee considered it desirable that trustees should be elected/co-opted for standard three-year rather than two-year terms, and that this should apply to existing trustees. To ensure that article 16.3 bites only when really needed, it should apply only when more than four (rather than three) trustees are elected at the same time. Trustees who are subject to the rule should be elected for a two year rather than for a one year period. That will continue to ensure offset trustee terms while removing some of the inherent difficulties of the present system.

It was agreed to recommend to the board that a change in the articles be put to the members at the next AGM. MM agreed to prepare a draft amendment taking these points into consideration.

Process for membership approvals
See proposal at Govcom Agenda 2015-11-16/Reports.

The proposed process was considered workable by LC-R. Agreed to make the recommendation to the board.

Forthcoming dates
* LC-R reported on the status of statutory reports to Companies House and Charity Commission (WMUK and Cultural Outreach Limited). All are up to date.
* It was agreed to recommend to the board that the 2016 AGM should be held on Saturday 9 July, in conjunction with a volunteer day.
* To give each new board the opportunity to work together more quickly after the AGM elections, from next year the annual board workshop/awayday will be moved from December to September (to the weekend of 10-11 Sept in 2016).

Govcom long-term planning
It was agreed to work with LC-R on the following issues at forthcoming meetings:

* update policies listed at Constitution. Separate out strategic policies that are appropriately set by the board from operational procedures that are or should be within the remit of the chief executive. Generally update outdated policies, with less procedural stuff that needs board approval.
* improve scheme of delegation (ARC to recommend procedural and financial controls).

MM said that though it had previously been agreed to work on updating our articles to bring them more closely into line with the Charity Commission model, having looked at what needs to be done in more detail he now feels that this should be deferred. While the articles could be tidied up, there is nothing fundamentally wrong with them, and the amount of work that would be needed to do a proper job would be considerable. LC-R agreed and said that such a task would inevitably take a lot of her time. The priority at the moment should be on more pressing issues as fundraising.

It was agreed to recommend to the board that we reverse our previous decision.

At a previous meeting, D'Arcy Myers had indicated that he would be happy to minute board meetings for us. Further discussions have clarified that his availability might in fact be limited, and it was agreed that we should not after all take him up on his offer. LC-R will work on the long-term aim of having board and board committee minuting carried out by a trained staff member, but for the moment we will carry on with our current ad hoc arrangements.

Transparency
Quarterly score and narrative:

The committee agreed a transparency score of 3/5 for the three months Aug-Oct. Negative points were the lack of public discussion about volunteer strategy following the last volunteer strategy day, and the fact that publication of trustee expenses seems to have ceased. Positive points include the CE's significant efforts immediately on appointment to get out to meet the community, and the early posting of draft policy reviews for community input.

AOB
None.

Dates of 2016 Govcom meetings
The following dates were noted:
*Thur 12 May
*Thur 11 August
*Thur 10 November
